DISCUSSION 1:

Throughout this module, you study the evolution of the concept of the Department of Homeland Security and the historical developments of the various governmental agencies created to respond to both man-made threats (war and terrorism) and natural disasters (floods, hurricanes, earthquakes, and tornadoes). You learn that many significant mistakes were made during these growth periods while on the road to protecting our nation from these threats and disasters.
Some argue that little to no voter or taxpayer involvement has been secured by government officials to ensure that politics alone is not the only driving force in developing public policy. Others argue that many government policies are near-sighted, merely reacting in a knee-jerk manner to a crisis. Consequently, too much has been devoted to terrorism rather than to all risk hazards, including natural disasters.

DISCUSSION 2:

In the absence of a clear statutory definition of homeland security, the DHS is not the exclusive agency with significant responsibilities in the area of homeland security missions.
Arguably, homeland security, in essence, is about coordinating many disparate stakeholders, determining risks, and prioritizing missions. Without at least a general consensus regarding the definition of homeland security, some critics posit that that there will continue to be the potential for disjointed and disparate approaches to securing the nation. To incorporate a more global and comprehensive approach regarding the definition of homeland security, the QHSR was revised. The DHS now identifies with the Homeland Security Enterprise (HSE) approach.
